韩进去tincan是哪个国家的改单有重出单费吗

APL提单有错，想改单重签，费用是多少？
网上问题：APL公司的提单出单后，发现有错。 想改单，重签。 这个费用在青岛港口收多钱？2012年10月份的。
网上回复1：应该是RMB300吧。
网上回复2：我怎么听说从10月1日起， 收改单费200元，换签费300元。 这个价格也忒高了吧？
网上回复3：APL是事后改单200RMB+300RMB提单换签，更改收发通抬头更改费是40USD，换签费不变，不过我这是上海的青岛不知是否一样？

出了正本提单再电放，是不是除了电放费还有重出单费？
我们有一票货去泰国的，已经出了正本提单了，现在要求电放，货代说除了电放费还有个什么 重出单费450RMB， 我怎么从来没听说过，请教各位是否有这项费用？
另外货已经到港了，要改单，除了改单费，目的港那边是不是会收取罚款？一般是多少呢？这个费用是不是该由收货人支付？
请有此经验的福友赐教，谢谢！！

重出单费，应该是船东变相收费，如果要收，请让船东出示重出的那份提单。理论上不用重出单了，因为已改成不需正本提单的电放单了。
如果到港后改单，目的港的费用应该有海关的罚金+船东的服务费。
