&&& 天目山路加油站，这回真要关了吗

&&& 一直等，一直等，天目山加油站没能等到《危险化学品经营许可证》，9月27日零点，加油站“暂停服务”。1979年建站至今，偶尔也出现“暂停服务”的情况，但加油站负责人明白，这一次的“暂停”可能意味着“永久”。
&&& 这是一座引发众多争议的加油站。反对者认为，它与附近的保m路实验学校太近；支持者认为，直观的“太近”并不能替代技术参数上合格，技术上它是安全的。
&&& 两方的“角逐”持续多年，这一次，算是有了结局。
&&& 加油机已被尘封
&&& 只剩超市还在营业
&&& “是真的，我天天经过那里，已经几天没看到汽车进站了。”一位大众迈腾车主致电本报热线96068说，他知道这座加油站曾经引起整个杭州城的争议。他说自己并不喜欢“站队”，但也很关注。
&&& 钱江晚报记者打算实地去看看。
&&& 还没到加油站，七八米开外就能看到一块红色大牌子，挡住了汽车进站的通道。牌子上写着：加油暂停，便利店24小时营业。
&&& 站内的6台加油机被围栏围着；油枪上已经沾满灰尘，地面上也没有任何轮胎的痕迹；有多个锥形筒一字排开，切断了进出的路――这里已经变成了一个和汽车绝缘的“孤岛”。
&&& “关了好几天了吧，加油站要搬走了。”附近一位居民骑车经过，他说城中心的加油站势必会越来越少，是城市进步的一个侧面，只是车主可能会感觉不便。
&&& 许可证到期未获批
&&& 何去何从还在等通知
&&& “没有办法，换证申请没有被通过，旧证在9月27日到期，只能暂停营业。”中石化浙江杭州石油分公司党委副书记周国华称，天目山路加油站暂停营业的原因是《危险化学品经营许可证》到期。他介绍说，申请换证的程序早就“过了一遍”，结果却不好。
&&& 7月31日，加油站到西湖区行政服务中心进行危化证换证申报；8月6日，西湖区安监局组织审查组现场审查；9月6日，加油站完成意见整改；9月9日，安监再次审查；9月10日，安监给出结论：“认为你站存在安全风险，故不予批准你站到期换证”。
&&& 3年前的2012年，加油站也进行了换证申请。但上次通过了，这次却没有。周国华觉得有些遗憾。
&&& “地下埋有4个油罐，还存有40余吨汽油，怎么处理目前还在等通知。”周国华说，这边的许可证批不下来，有可能改为非油商品场地。现在只能“加强守卫”。“20多名工作人员现在依旧在岗，以前是加油，现在是24小时轮班，确保加油站安全。”
&&& 加油站李副站长称，暂停营业至今，每天都有很多车主人来问什么时候恢复营业，老顾客也还会时不时过来看看。“但我们没法回复。”
&&& 安监：
&&& 原址营业的可能性极小
&&& “安全风险”的具体内容有哪些？“暂停营业”的加油站何时可以“老店新开”？钱报记者找到了“许可证”的审批方――西湖区安监局。
&&& “市民的反映很多，集中在距离太近、安全隐患等方面。”西湖区安监局负责行政审批的赵科长说，过去能通过审批并不意味着今年也应当被通过，毕竟对加油站的要求越来越高，监管也越来越严。“单从防爆技术角度上来说，天目山路加油站是可以的，但我们需要综合考虑各个因素。”
&&& 他说，天津港爆炸事件后，百姓对安全问题空间关注，直观上的感受和技术参数要求往往很难调和。虽然加油站的安全意识大幅度提高，但市民的感受也不能忽视。几个方面考虑，安监部门做出“不予批准到期换证”的决定。“该加油站是要搬迁的，原址营业的可能性极小。”他说。
&&& 钱报记者了解到，普通的换证申请一般1个月内就会有结果，加上天目山路加油站此前已经收到的“不予换证”的初审意见，这个老加油站离开天目山路的命运似乎很难改变了。
