Because the hero rarely follows up on the offer. From the human perspective, it's a pretty foolish move anyway. How could any villain ever be serious about hiring someone who's been thwarting their evil schemes every step of the way, especially when it's a morally righteous ? How could the villain possibly trust someone treacherous enough to do such a blatant ?

card, claiming that in prolonging their feud, Spider-Man will be held responsible for anyone killed as collateral damage. Spidey's not buying any of this, of course. This offer is particularly bizarre because at that point in the movie, the Green Goblin had already killed the general who'd wanted to pull Oscorp's funding and the board members who'd wanted to give his alter ego Norman Osborne the boot. Since he'd already settled his scores and secured his position, he had no clear motive to continue operating behind a mask himself, let alone team up with anyone else. What exactly he and Spider-Man would actually do if Spidey had accepted the offer is an utter mystery. Then again, he

This leads us into S5, aka Dilbert with vampires, where most of Angel's ideas for reform end up in the conference room wastebasket anyway.

The Master does this a lot - until it's inverted beautifully in "The End of Time", when the Doctor asks the Master to join him, even paraphrasing the dialogue from "Colony In Space". "You don't need to own the universe, just see it." The Master seems tempted, then slingshots back to evil... then saves the Doctor from Rassilon at the last minute.
(aka the Mistress, aka the Master regenerated into a female form) spends series 8 setting up another one of these, just to prove that she and the Doctor . Having assembled an army of zombie Cybermen, she hands total control of them to the Doctor, daring him to use them against the Daleks and all his other enemies.
An evil offering evil example from the episode "Doomsday". The Daleks and the Cybermen meet face to face for the first time, both regard each others as hostiles, but the Cybermen can see that together, the two groups would be all powerful, and propose an alliance. The Daleks, , reject this offer with lasers.
The Master gives this speech to Adric in "Castrovalva" to try and get him to help him. Adric pretends to accept, but the Master sees through it immediately. Since the Master already had Adric strung up in a hadron web, , it doesn't put his plan in much jeopardy.
