Restarting the computer fixed this problem.
Deleting the build and rebuilding fixed it for me.
In my case, a .dll file I had recently added was preventing it from packing my projects assets, giving a &There should be a 'data' folder next to the executable& error. Deleting the .dll fixed this.
It would be possible if you use external dll like System.Data.dll. In that case it will be solved if you change ‘Api Compatibility Level’ from ‘.NET 2.0 Subset’ to ‘.NET 2.0’ in the ‘Player Settings’.
Simple is change name &Test_Data& to &Data&. I try this and work like a charm!
