关注新消法法制晚报讯（记者 仝璇） 从今天起，新消法正式实施，新消法首次赋予消费者“后悔权”，消费者网购的商品，在7天内可以无理由退货。不过《法制晚报》记者走访发现，“7天退换货”新政在海淘族身上并不适用。受物流配送时间长、国际邮费太昂贵以及收取关税等影响，海淘成为无理由退货“盲区”。记者上午登录淘宝网发现，不少商品下面都有“7天无理由退货”的标识，表示消费者收到货后，在7天内可以无条件申请退换货。但超过七成的全球购商品并没有该标识。一家美国代购网店的店主表示，除非是质量有大问题，否则货物售出一概不退。在该店首页的细则中还特别注明，代购商品为折扣店购买，性价比高，但线头、污点、折痕等小瑕疵无法避免，并要求消费者考虑清楚后再购买。此外，淘宝根据新消法出台的退货政策中，“代购商品”虽然被划分在可选支持“7天无理由退货”的范围之内，但也增加了“即默认支持‘7天退货’，卖家可根据商品性质选择不支持‘7天退货’”的额外条例，也就是说代购商品的卖家可自由选择是否申请7天退换货，淘宝平台并不做限制。而天猫国际虽然打出“100%国内退货”的口号，但细则也写着：“境内退货：如您收到商品后不满意，经和商家协商一致后可选择境内指定地址退货，但暂不支持7天无理由退货，请您下单前充分考虑”。说法
运费贵耗时长
消费者“退不起”新消法规定的7天无理由退换货，到了海淘这里为何如此困难？记者上午采访了十多位海淘消费者，发现在他们海淘经历中，基本都没想过退换货。对于不退换的原因，这些消费者表示，不是不想退，而是“退不起”。消费者小孟称，她在选择海外代购时，会先通过评价查看商家信誉度，之后再根据商品图片和介绍购买。“我曾经在一家韩国直邮店铺买了件300多元的衣服，半个多月才寄回来，上身后效果也不好。当时卖家倒是同意退货，但邮费要我自己掏。”小孟说，她当时问过好几家快递公司，“顺丰寄韩国首重120元，EMS首重则要220元，一来一回光邮费都能买件新的了，还折腾个什么劲儿啊。”最后小孟只能吃下这个“哑巴亏”，将衣服转送给朋友 。退换成本大
代购商家有苦衷
对于代购不退换货，商家也有自己的苦衷。长期从事海外代购的淘宝卖家Lily称，海外代购利润本来就不大，“如果无条件退换货的话，代购们要亏死了。”Lily告诉记者，她手中仅有少量商品是现货，“像衣服、鞋子等，都要在买家指定花色和尺码后，我再去店里买，之后再寄给买家，这中间就需要1-3天。而通过国际物流发往国内，一般需要7天左右。如果加上过海关和国内物流配送时间，东西过了大半个月才到买家手中，那是经常的事儿。”“如果买家试后觉得商品不合适，再联系我寄回来，又要小半个月。”Lily说，这一来一回花掉一个多月的时间，“到时候就算我想去原来的商场退换货，也已经过了时限。所以不是我们不给退换，实在是没办法。”淘宝网：未将海淘限定“7天退货”对于淘宝海淘不强制支持7天退换货的做法，淘宝方面表示，按新消法的内容规定，淘宝此前出台了《消费者保障服务之“7天退货”支持范围、处理流程及条件》。为了更好地保护消费者权益，淘宝规定，对于必须支持“7天退货”服务的商品，在宝贝详情页、搜索结果页、LIST页面统一浮现7天退货标识，但在当时限定的范围内，并未将代购限定在必须执行7天退换货的范围内，所以卖家是可以自由选择是否为消费者提供此类服务的。淘宝方面同时表示，在新消法刚出台的情况下，可能有考虑不周到的地方，如果消费者在海淘中遇到与卖家协商退款失败，可向淘宝提起申诉，淘宝客服会介入处理。
